MSDS, short for Material Safety Data Sheet, is often translated into chemical safety instructions. It is a comprehensive legal document on chemical characteristics provided by chemical production, trade and sales enterprises to downstream visitors and the public according to legal requirements. It provides chemical physical and chemical parameters, explosive properties, health hazards, safe use and storage, leakage disposal, first aid measures and relevant laws and regulations.
Why do you need MSDS?
The new Regulations on Safety Management of Hazardous Chemicals (Order 591) of the State Council stipulates the mandatory requirements for the use of MSDS and safety labels in China from the legal level. Decree No. 591 clearly stipulates that hazardous chemicals manufacturing enterprises shall provide chemical safety technical instructions in accordance with the dangerous chemicals they produce, and stick or attach chemical safety labels on the packaging of dangerous chemicals (including the outer package) that correspond to the dangerous chemicals in the packaging. At the same time, the mandatory requirements of MSDS for hazardous chemicals in the process of import and export, registration of hazardous chemicals and registration of new chemical substances are also clearly pointed out in the Announcement No. 30 of the State Administration of Quality Supervision and Inspection in 2012, the Regulations on Registration and Management of Hazardous Chemicals of the General Administration of Safety Supervision (Decree 53) and the Regulations on Environmental Management of New Chemical Substances of the Ministry of Environmental Protection.
Therefore, from the legal level, chemical manufacturers need to provide compliance MSDS in the whole life cycle of chemical production, operation, sales, operation, transportation and so on. In addition, from the risk aversion point of view, chemical-related enterprises also need to pay attention to MSDS, to communicate the correct chemical information to the government, operators, consumers and the public, to avoid the huge potential safety hazards and legal risks caused by the misinformation of MSDS.
